What is the FCC?
The Cable TV industry is governed
by rules and regulations set forth by the
Federal Communications Commission, (FCC).
The FCC is directed by five
Commissioners appointed by the President and
confirmed by the Senate for 5-year terms, except
when filling an unexpired term. The President
designates one of the Commissioners to serve as
Chairperson. Only three Commissioners may be
members of the same political party. None of
them can have a financial interest in any
Commission-related business.
As the chief executive officer of
the Commission, the Chairman delegates
management and administrative responsibility to
the Managing Director. The Commissioners
supervise all FCC activities, delegating
responsibilities to staff units and Bureaus.
Bureaus and
Offices
The
Commission staff is organized by function.
There are seven operating Bureaus and ten
Staff Offices. The Bureaus’ responsibilities
include: processing applications for
licenses and other filings; analyzing
complaints; conducting investigations;
developing and implementing regulatory
programs; and taking part in hearings. Our
Offices provide support services. Even
though the Bureaus and Offices have their
individual functions, they regularly join
forces and share expertise in addressing
Commission issues.
There is a Federal
Communication Commission (FCC) imposed
deadline that applies to TriCounty
Communications, Inc. It stipulates that by
July, 2007, multichannel video providers can
no longer deploy digital boxes with embedded
security. Instead, they need to deploy
boxes that use separable security; meaning
boxes equipped with a CableCARD slot.

What is a
CableCARD?
CableCard is an interface for digital TV that
lets you plug your cable line directly into your
TV set without the need for a set-top box. It's
about the size of a thick credit card, and fits
into a special slot built into digital TVs and a
growing number of peripheral devices.
TriCounty Telecom has to make
changes to be in compliance with the FCC. This
is why your cable box needs to be changed out to
a different type. If you rather not have a
cable box, you can look into purchasing a TV
that supports a CableCARD.
